Understanding the District of North Vancouver’s Proposed Short-Term Rental Changes
The District of North Vancouver is considering changes to its bylaws to allow short-term rentals (STRs) under specific conditions, aligning with new provincial regulations. While the provincial changes took effect in May 2024, the District has not yet approved STR regulations, meaning that short-term rentals remain prohibited at this time. What Are Short-Term Rentals?
Short-term rentals refer to the practice of renting out a home, a room, or even a bed for stays of 28 days or less. These rentals are typically facilitated through online platforms such as Airbnb and Vrbo. Under the current zoning bylaw in the District, bed and breakfasts, as well as boarders and lodgers, are permitted, but short-term rentals are not.
New Provincial Legislation and Compliance Timelines
The provincial government has introduced new regulations for short-term rentals, which are being rolled out in phases. A key component of these regulations is the introduction of a provincial registry for STR operators. Below are the important dates and requirements for compliance:
- May 1, 2025: All short-term rental operators in British Columbia must register with the provincial registry. In the District of North Vancouver, proof of business licence application will be sufficient to obtain a provincial registration number.
- May 1 – May 31, 2025: STR platforms, such as Airbnb, must remove unregistered listings. Listings with a valid provincial registration number will remain active.
- June 1, 2025, and onward: Non-registered hosts will be prohibited from advertising or accepting bookings. Any existing non-compliant bookings must be canceled.
- August 1, 2025: Deadline for hosts in the District to upload an approved business licence. Although business licence applications must be submitted by May 1, hosts will have until August 1 to provide proof of approval.
What This Means for District Residents
The District of North Vancouver is working to expedite processes, with plans to begin accepting STR business licence applications by April 15, 2025. However, it is important to note that accepting applications does not guarantee bylaw approval. The final decision on STR regulations will be made by the District Council.
